Abstract

In Korean history, the relief policy for the indigent was thought to be a principal scheme to realize public welfare, and the success of this policy used to be the barometer in appraising a benevolent monarch and a good goverment.
In the era of the Three Kingdoms, The relief system for the famine sufferers was put into operation mainly by. the humanity of the monarchs, and in the Koryo Dynasty, the system was extended by the relief works of the Buddhist priests, besides the Buddhistic benevolent rule of the monarchs. For 100 years after the foundation of Yi Dynas-ty through the government¢¥s efforts for benevolent ruling, the relief system had been well fixed and brought the stablization of the people¢¥s livelihood.
Early in Taehanche?guk, when the balance of power in international relations was maintained in the Korean peninsula, an imperial edict was issued that the government should make preparations for the unexpected natural clamity, and it should extend a helping hand to the people suffering from flood or drought disasters not only In lean years but also in bumper years. For the aforementioned purpose, an independent relief organization called Hyemin-won was established. Sumin-won, an organization assuming full charge of emigration for the solution of food shortages, was established, too. However, the relief policy had already lost effect by the year of 1905, several years before the lost of the national sovereignty.
Taehanche-guk, which came into the world with the strong will and declaration of independence, failed to fully realize the relief policy for those who were famine?stricken and suffering from unexpected misfortune, owing to the political turmoil in the time of difficulty even to preserve the national sovereignty.
